There are creatures nearby that have been absorbing energy from our reserves. It's mutated them into a curious creature we call a Noctilucent, which gives off a brilliant glow. It's possible to get the energy back from their bodies, but it would be far simpler if it were never stolen in the first place. Go and get rid of them.
